What changes on 5 October

Law 9/2025 on Sustainable Mobility makes the control document for domestic road freight electronic-only. The content stays the same; the format changes.

Who has to comply

Both the contracting shipper and the actual carrier, including cabotage by foreign carriers. Vehicles with a maximum authorised mass up to 2 tonnes are exempt, so a standard 3.5 t van is not.

Per shipment, per inspection

That's the fine for a missing or incomplete control document, and the vehicle can be immobilised until it's fixed.

What the document must be

A native PDF generated from data before departure, with an embedded QR code, a unique https link, creation and modification metadata, kept for at least one year.

What it doesn't need

No certification of the software and no prior filing with the Ministry. International transport keeps using the CMR.

From job to roadside check

  1. Create the job

    The logistics provider enters the parties, route, goods and weight, or sends them from its TMS through the API.

  2. The driver completes it

    Plates and date from the phone, with their usual vehicles one tap away.

  3. Issued before departure

    The PDF with its QR code is generated as soon as the data is complete, and the driver receives the link.

  4. Changes on the road

    Swap a trailer or a destination and give a reason. The QR stays the same; the new version shows the old data marked as not valid.

  5. Kept for a year

    Every version is stored with its fingerprint and a record of who did what, ready for any request from the authorities.

Built for how freight actually moves

Each party edits its own data

The shipper handles parties, route and goods; the carrier handles plates and date. That's the split set by Order TRM/282/2026.

Full change history

Every change needs a reason and is printed in the document, so the inspector sees what changed, when and who changed it.

Checked before it's issued

Tax IDs and plates are validated, and a document with missing data is never issued. The most common roadside fine is a blank field.

Several deliveries, one document

A distribution route with the same shipper and carrier fits in a single document, with each delivery listed separately.

Spanish, English or both

Bilingual documents for foreign drivers and clients, with Spanish always available for inspections in Spain.

Stored in the EU, tamper-evident

Each version is sealed with a SHA-256 fingerprint and kept in EU storage that can't be overwritten.

Know when it was checked

Every time an inspector opens the QR, the date, time and device are logged, so you know which documents were checked on the road.

At a roadside check, the driver just shows the QR

The inspector scans it with their own device and downloads the current PDF. There's no app to install and nothing to log in to.

Questions we hear most

Is the eCMR mandatory in Spain?

No. What becomes mandatory is the electronic control document for domestic transport. The eCMR is still voluntary for international transport, and an eCMR can serve as the control document if it carries the Spanish fields.

Do I have to register anything with the Ministry?

No. The documents stay in your repository and nothing is sent in advance. The June 2026 Resolution also removed the old requirement to register the download domain.

What if the driver has no signal?

The driver can keep the QR on screen or on paper. The inspector opens the link with their own connection, so the driver's phone doesn't need data at that moment.

Is a scanned PDF valid?

No. The file must be generated natively from data, with the QR and a unique link. Scans and photos of paper documents are expressly excluded.

How long are documents kept?

At least one year, with access for both parties. E-DECA keeps every version, not just the last one.

Who is responsible if data provided by my client is missing?

Order TRM/282/2026 assigns each item to one party. E-DECA records who entered each item, so responsibility is always clear.
